I can't fault the logic (though not the substance) on most of that except one bit.

The ICOM factor, higher up in ICOM mean ICOM Japan. It is getting its money whether UK sailors get prosecuted for using illegal grey imports meant for the US or whether they buy Euro sets. It could well decide that maintaining the status quo is a win win situation.

Remember that the guy selling these radios is not in the UK or EU so when they arrive you will also get a bill from the carrier for the customs costs.

This doesn't make them quite so cheap.

Uh huh - you think USCG is a cakewalk - makes many of our rules seem easy to comply with - and just where would you buy USCG certified flares over here?

I'm also not sure of the status of non US nationals ine respect of US registered boats, I seem to recall that you have to de-register on purchase.

don't be to sorry - at (as a current non Icom example) 109 quid post paid in the UK for an item available in the US at $89 it' s pretty much a draw if you do buy direct and pay everything!
