V G T Turbo query

I understand how they work and what they do but this is the first engine I have owned that is fitted with one.
My query is, should the actuator lever move when the engine is revved off load as when I rev this brand new Vetus 250vf there is a loud air whooshing sound as the revs increase. This can be stopped by manually moving the actuator to close the vanes. Unfortunately, although new the engine has been in dry storage for ten years so the warranty is long gone. If there is a problem it will be nothing more than the actuator or sensor (by the way where does the actuator get its commands to move from?)
I'd just like some advice from someone used to dealing with this type of turbo. Thanks.

when the throttle is shut off fast while under load/way there will be a whoosh
but i have not heard a turbo whoosh when revving up, i have heard them whine
or whistle though and the actuator more than likely needs to be greased up so it
can move free.

I think you need to reserve judgment until the engine is under load. They can do odd things to bypass air when not needed. My turbo makes odd whooshing noises as you increase revs without load.

I work in turbo development.

Not much point in trying to understand how it should work off load. Its not representative of what the turbo is supposed to do.

There's not enough detail in your post to answer the question regarding the actuator and what drives it.

Is there a reason for asking?
