what kind of 14 take it is penultimate or new rules, what kind of rack might be built depends on the kind of 14 (design), could be stating the obvious or being rather stupid but would an rack on a otherwise wide boat not make the boat outside the rules by increseing the beam to over 1830mm (new rules)?

Belive most of the 14's that have racks are based on tubing like the laser 4000. creating wings 49er style i assume would create to much wieght. think best way could be to bond somekind of block system to the boat that would allow the pressure created by a tublar rack to be dispated evenly around the exsting hull so as not to create stress raisers where the rack joins. maybe one large block centre aft and one centre forward to which port and starboard racks could be joined togther with blocks on gunnels supporting each rack forward and aft.

Hope that helps and was not a lot of gibberish
