Need to epoxy a piece of board with epoxy resin and attach to transom in order to mount transducer. Transom was coated with gelshield. Do i need to remove the gelshield or lightly sand the gelshield part where pad is going to be attached to transom and put epoxy for permanent adhesion underwater?
 
By gelshield I assume you mean Gelcoat?

My tuppence worth would be to sand of the gel coat back to the Glass/resin underneath., allowing a decent margin around the new board.

Abrade the Glass/resin and thoroughly clean with a suitable cleaner (Isopropanol?) Do you need epoxy?? You may find that using polyester resin to wet your glass works just as well and there are fewer issues if you need to add additional layers.
