not sure I understand how you can draw that conclusion so quickly?

I see an unknown make (which may rival Merc/Yamaha or may not....) , unlikely to be CE plated (which you would be unlucky to get collared for) and VAT and duty bills (that you are likely to be collared for.............only other concern is with any 30 day after payment delivery you are goign to be outside many ebay timelines.

As many outboards on eBay turn out to be faulty (source - a well-respected North Western dealer) then buying one from someone who is a scammer would be folly.
