I need a few large plastic washers for a project. 70mm OD, 39mm ID, by 2mm thick.

A hole saw set such as 16PC HOLE SAW CUTTING HOLESAW SET KIT 19-127MM WOOD METAL ALLOYS Black UK STOCK | eBay would do the job , and hopefully the 38mm will be close enough to your 39 id and the 76mm one will cut the outside to give you close the 70mm odI would get some 2mm thick plastic sheet and use 2 hole saws to male the washers.
Holesaws leave a rather rough edge so before you drill out the centre hole put a nut and bolt through the small centre hole. Spin it in a drill and use sandpaper or a file to tidy up the outer edge.Agree. Starrett used to make a hole saw holder that took two hole saws for when you drill the wrong one first or need to enlarge an existing hole - quick google and they still do Starrett A19 OOPS Arbor for Hole Enlargements: Amazon.co.uk: Business, Industry & Science and appropriately namedI've just cut some for dinghy trolley wheels. Cut one set from an old oil can, about 1.6mm thick, another from an old drill case about 2.5mm.
Not precision engineering, depends how accurate you need.
If you go this route, cut the larger diameter first or you lose the centre.
