"Coastguard called out erroneously to kite surfer who was in perfect control and not needing rescued" would be a more fitting headline.

They talk about the surfer wasting their resources when they were not needing their help in the first place!

How about, to use your rather vulgar parlance, "Covidiot busybody erroneously calls coastguard about someone exercising, coast guard attends and wastes their own time"
 
Doesn't really matter if he needed rescuing or not - his actions caused someone to think he needed help, and a group of people then had to go out to him. What part of 'Stay at Home' is so complicated?

Was it they thought he needed rescuing, or was it rather a case of wanting to report him to the authorities?

A quick peruse of social media, especially community Facebook groups and there are a whole swathe of the population eager to report folk for a bit of what is basically entertainment and a feeling of superiority. Those are the folk who are wasting the authorities time

Or - there is a section of the population who are prepared to do their civic duty and report those wilfully disregarding lockdown rules, as they have been encouraged to by the authorities. The fact that they may have been mistaken in judging him to be in need of rescuing simply reinforces the need for people to stay at home.
 
Although there are cases, as suggested here, that some people are flouting the guidelines/rules , generally, people I think have been very good. Does the British sense of fair play still exist in yachting and our society ?

I'm reminded of the first real holiday abroad I had in Spain in 1972. I was really miffed with
people leavings towels and things on the loungers with no people around. I was mentioning this to reception, and apparently, somewhere else in Spain, a British holiday maker could stand no more. He threw everything into the pool, towels, cameras the lot. If only there had been Youtube .
