Is that legal? Shouldn't I expect some privacy? Camera in both ladies and gents and you can't get in without codes.

You're not a troublemaker, so you avoid the next bit about it being justified to deal with antisocial behaviour and suchlike - maybe they've had a spate of vandalism, harassment or cottaging or whatever? There was a sign, not on the door as you enter but inside was a small sign on the wall at ceiling level in the far corner of the room.
