RYA Calls for Limited and Controlled Access to Boats

Just had a read through the Gov document and my understanding is that we can go to our boats but can't stay over. Is anyone else reading the same into this? HHA website also is stating that boat owners should still continue to refrain from using the waters. So I guess for the time being its access to our boats but not able to go anywhere at present!!!

Its very unclear, the RYA guidance is that all forms of boating are allowed from Weds. Harbour and port authorities are playing catch-up. I am clear we can go to our boats for exercise or to sunbath (!) Not sure about staying over (suspect not, but how would it be policed?), I would expect boating activities (with social distancing applied) will be ok from Weds...

Certainly does sound like harbour authorities are playing catch up. Friends of ours in Rotterdam were telling us that they are able to go out for a day on the boat but not able to visit other marinas yet. That would appear to be the message here from my understanding albeit we can't stay over. At least for the time being we can get our boats ready for the off when that time comes??? Like you say, how are they going to police anyone staying over. The good thing is it's a step in the right direction.

I wonder whether boats would fall into the 2nd home category? I'm thinking of my boat on the hard - will needs 14 days of work to get ready. Would normally do as a series of long weekends plus a week. Boat is 130 miles away. So I'm thinking I can go on Friday/Saturday/Sunday/Monday next weekend, each time driving 260 miles.

From Harwich Haven Authority:

We would like to remind all leisure vessels users that they should continue to refrain from using the waters of Haven ports until further details of the Prime Minister’s briefing (10 May 2020) are made available from the government. The guidance is in place to protect individuals, port workers and the maritime emergency services.
As soon as we receive further details from government we will communicate to the leisure vessel community in our area.
Anglers should also be advised that fishing from Ha’penny Pier, Harwich, is also still prohibited.

The Govt 50 page document is waffle, and as bad as the speech last night. The detail will come in all the "guidance notes" which last time included things that were closed down (pubs, bars etc, hairdressers, etc, camping and caravan sites). I think the RYA sent their email before they really knew what was coming...

That's the point that I made earlier which is on their website and as Chris has said it seems they are playing catch up and don't really have any guidance other than what was previously given. That seemed to be the impression I got this morning when I spoke with them. RYA's understanding on their website is that from Wednesday, all forms of boating will be included as an outdoor activity. Whichever way, only a matter of time before we can get out on the water and the clock is ticking down.
Gladys, the guidance notes are out there. and the latest update today from the RYA takes them into account. It also advises those that have been advised by their GP or by the NHS and those over 70 to continue be shielded till the end of June.

That's not what the RYA said. The caveat is clear that this is their hope but
RYA said:
The RYA will review the Government guidance due to be published on Monday, 11 May. The guidance is expected to contain a level of detail that will enable the RYA to issue further advice and guidance for RYA Members, Affiliated Clubs and Training Centres before Wednesday, 13 May. Where there is any uncertainty within the guidelines we will seek urgent clarification.

Ok how about (from latest RYA news):

"Since the lockdown commenced, the RYA has presented a strong case for boating to be one of the first activities that can be resumed safely within the parameters for social distancing.

From Wednesday, 13 May unlimited outdoor activity will be permitted in England, and we understand that this will include all forms of boating. The Prime Minister also indicated that people would be permitted to travel to other destinations in order to exercise. Any activity will still need to be alone or with members of a single household, and social distancing must be followed at all times. "

I think it's more than clear that staying on your boat in this or any instance overnight is still a no go area

Policing would be simple, I can't see marinas accepting any non berth holders until the situation changes (of course you may try to drop your anchor somewhere, but with all the armchair harbour masters springing up, I have no doubt someone will notice)

Edit... sorry I re read your message again as staying on your boat 'within your home harbour' rather than my assumption of going away overnight.

Indeed, but that does not contradict the caveat. They understand it should, but until they've verified won't commit to the statement.

Agreed. The problem is that unless I am missing something in the gov info out so far there is very little if anything that supports or counters the RYA assumption. So not sure where that leaves us.....?

I’ve emailed Suffolk Yacht Harbour to ask them to confirm that berth holders will be able to access their boats for maintenance and security checks from 13 May, and to ask when boat movements will be restarting. I’ll post if/when I get a reply.

Thanks for that. Apart from berthing and fishing on Ha’penny Pier, I'm trying to find
other reasons where us play sailors could make an impact. Not sure if rowing out to
a mooring is currently ok.

Those over 70 who aren't on the shielding list are not under any different travel or exercise restrictions to anyone else, they never have been, they are just advised to be extra careful to use social distancing. The only thing I've seen specified that they cannot do is volunteer to deliver things to the vulnerable.

Planning to go to boat at weekend. The ban on non essential travel is no more and I can do all I need without using communal facilities. Have a weekend's worth of stuff to do - after that (weather permitting) we'll go sailing. We will of course respect the social distancing rules and be taking all the appropriate precautions.
