RYA Calls for Limited and Controlled Access to Boats

Dennis, I have spoken with them today and their reply was that they are taking advice from DEFRA and DT and all other gov. departments. Hence the lag as everyone is saying different things.. Apparently there will be an update on their website some time today or tomorrow.
 
Why do people keep using wordinb like "ban", "rivers closures" etc ? HHA website doesn't use any such wording.

We know we can count on the support of the leisure vessel community at this difficult time as we focus on keeping essential supplies flowing into the UK via Haven ports.

Please keep off the waters of Harwich Harbour and the rivers Stour and Orwell until further notice.

Second one
We would like to remind all leisure vessels users that they should continue to refrain from using the waters of Haven ports until further details of the Prime Minister’s briefing (10 May 2020) are made available from the government. The guidance is in place to protect individuals, port workers and the maritime emergency services.

As soon as we receive further details from government we will communicate to the leisure vessel community in our area.

Anglers should also be advised that fishing from Ha’penny Pier, Harwich, is also still prohibited.

No mentions of "bans", river closures" or such, the second post says it's "guidance". That's for good reason, HHA cannot ban sailing, that's confirmed on the RYA website.

There is no reference in the regulations to the closure of marinas and they do not give powers in this respect to trade bodies or any harbour authority or individual marina operators. This provides scope for limited and controlled access for owners to their boats whilst implementing hygiene and social distancing measures.

Harbour commisioner advised me over the phone that things might change by friday
 
I have a few days work to do on the boat - I don't want to do a 120 mile round trip each day.
I don't believe that a boat that is used as most would could be defined as a Holiday HOME or a second HOME.

In the Q&A on Monday that followed the PM’s statement someone mentioned about camping in an out of the way area whilst walking and the answer was that it was not allowed. The guidance FAQ doesn’t specifically address boats, but the general intention is clear:
“Day trips to outdoor open space, in a private vehicle, are permitted. You should practise social distancing from other people outside your household.Leaving your home - the place you live - to stay at another home for a holiday or other purpose is not allowed. This includes visiting second homes.”
