Rust on Keel

Hello everyone, I hope you are all well.

I have rust patches on my keel. the boat has been out of the water for around 15 years I believe.
I am staring on the keel and noticed these patches of rust. see attached photos.
inside is lead shot in resin so next to impossible to shift, so no way to get down to the keel bolts.
does anyone have any ideas on the construction of something like this, or any advice to give?
or any more info needed to give a better reply?

You don’t mention the make of vessel but have you thought of looking for an owners website as I guess with a boat that old someone on this forum might reply to a post naming vessel type and keel problems. Welcome to the forum and happy sailing
 
Mine has encapsulated keels but they mostly used steel punchings and not lead shot inside the keels. Their are issues with these in that if theirs a crack in the outer grp then water can get in and rust the steel & then that expands and causes splitting requiring major repairs. The bit on the front of yours is an odd design, it looks like a steel keel has been attached to the encapsulated part which takes away the point of their even being an encapsulated keel. Is that standard or has it been 'added' at some point?
