No. Best to regularly use and let battery discharge at least 50% ... then plug in again ... if you are not going to use for significant period - such as winter storage ... discharge to about 50 - 70% and store. Check it now and again and give it a bit of a charge if below 40 - 50%.

Permanently plugged in. Is this ok?
I have 4 ICOM M71 handheld VHFs with lithium batteries that have been on charge for 95% of the time for the past 14 years and when they do get used the batteries last very well, still no sign of deterioration.

Lithium Ion batteries shouldn't have a long term memory effect, unlike NiMH or NiCad.

(They do have a memory effect on first charge, but then settle)

Li are nothing like NiXX ....

NiXX form crystals in the matrix that is mistakenly called 'Memory effect' .... NiCd are worst for it .. NiMh are nearly immune. The old trick was to shock charge a depleted NiCd with a full charged one to break the crystals. But once formed - cells are on their way to their 'maker'.

Li on the other hand is based on Internal Resistance ... LiPo are the worst .. LiFe and LiFePo4 are much better ... LiIon are nearly immune ... LiCo are best ignored !

If you leave Li fully charged - the Internal Resistance can climb .. causing increased voltage drop under load - giving rise to the oft mistakenly claimed reduced capacity. This is clearly seen with an old pack ... charge it up - its shows full charge ... now subject to a load and you see the voltage drop .. till you reach voltage you should stop before damaging cells. It rests and bounces back to a much higher rested voltage. But if you put that same pack under a very light load so Internal Resistance has less effect and less voltage drop - you can often see near quoted capacity delivered.

Anyway - back to charged and storage ... I use LiPo .. LiFe / LiFePo4 ... LiIon in many items incl my models and the storage level charge holds true for ALL ....

Of course there will be odd exceptions seen by some ..
