R.T. = Register Tonnage - a measure of the volumetric carrying capacity originally for taxation purposes. I'm guessing this is engraved in a forward beam of the boat? It looks like the boat has been Part 1 registered.
O.N. = Official Number - the Part 1 registration.

Registered tonnage is a measure of carrying capacity by some old definition and is not the same as displacement/weight.

Tonnage is the number - roughly - of tuns a boat can carry as cargo. It's only vaguely related to the displacement.
