Canopy Locked

The issue.
Westport Pilot 6 boat - bought in Nov as a replacement to the excellent Pilot 4 which I sold last year - needed a tad more space. It's a 2008 and not been looked after so the issues were mainly cosmetic... or so I thought.
What I have found is waterlogged buoyancy foam in the 2 rear compartments under the stern lockers.
Also when I put my hand through the access panel in the side of the boat under the throttle, I can just feel moisture where the deck meets the sides.
I can't be sure, but I reckon that the other compartments under the deck may be wet. There are a pair of Pedestal seats - guess it's possible that they have not been fitted perfectly
Looking at the schematics, it seems that the GRP deck would be laid in one piece. (not ply glassed in)
What I'd like to know or have some opinions on is
What would be the best way of attacking this and more importantly, what is the best way of re-instating the holes in the deck once the wet foam is out, the boat is dry and new buoyancy is fitted?
I can live with the finished GRP deck not looking amazing because one of the things I'd planned to do was to fit fake teak decking.
I am fortunate that I can get the boat undercover and pull it in and out of the barn so drying can be accomplished (not so easy in North Scotland this time of year
)
I have limited experience of GRP work but have done a bit ....there's got to be a first time for everything!
Would appreciate any advice, suggestions of videos / tutorials to watch. Have added some pics to show what's what.
