What a great idea! This would also completely remove the need for lifejackets. I'm amazed nobody has thought of it before

You could also make the handrails/life lines higher with 2/3 intermediate lines to stop you falling over the side in the first place.

I forsee a problem with that---I clip my harness line to my LJ, as I do not have a dedicated harness
