How does an IRC handicap compare to an ISC handicap. should they be the same numerically if the boat is identical ? if not how are the ratings worked out for overall position.
 
No, they're different. You can only compare like with like - you can't compare ISC and IRC ratings. So you can't do an overall position for all boats unless they're all using one system.

Eg in the RotI, only boats using IRC are eligable for the Gold Roman bowl.
 
As already stated above they are different. I'm no expert on ratings but ISC and other club derived ratings are designed to allow more cruisy boats and owners to race who don't want to go to the trouble of applying for an IRC rating.

I've never understood why clubs don't just say get an IRC rating or don't race - then everyone is on a level playing field with tightly controlled perameters. Although it is only where an IRC rating is E for endorsed that professional measuring takes place.

So the overall results of the RTI are incomparable between IRC and ISC and I think it is fair to say that the real competition with less possibility for anomolies is in IRC.

As pointed out that is where the Gold Roman Bowl is up for grabs across the classes - sometimes won by a Folkboat or Contessa 26, sometimes a grand prix class super zero.

I see in the RTI entries there is a Sigma 33 with an ISC of 0.976 while all the Sigma 33 in IRC have the (one design) rating of 0.914. Assuming it's not the masthead cruiser 33 why doesn't he go IRC then he'll have a real measure of how he's doing?

Then of course some experienced racers with IRC ratings have been know to go pot hunting in ISC which just seems silly!
 
Getting an IRC number costs money and for family cruiser racers is hardly worth while when you just enter Club racing and a summer regatta like Dartmouth or Torbay. The Portsmouth number system works fine down here on the Exe and we can adjust Club numbers to allow for changes such as adding a spinnaker, fitting a folding propellor etc.
