1. BELGIUM - Depths. -
One reduction of depth on the Fairy Bank east of the Noord Hinder TSS and 4 reductions of depth within the Belgium Wind Farms, all with ample water for leisure craft.
2. ENGLAND - East Coast - Depths. Drying heights. - This the Spitway This notice provides 6 changes of drying heights and depths at the Spitway as a result of our survey. As we reported, the east edge of the Buxey Sand has extended a little and a little loss of depth in the line twixt the two safe water buoys; the controlled depth there is 1.1m CD close to the Swin Spitway buoy. The image includes the ‘new’ wreck reported by the Civil Hydrology Programme vide NtM 3316/24. I have the issue of the location of the two safe water buoys with Trinity House. 1. RIVER THAMES - Erith Reach - Coldharbour Jetty Works -
on or about Thursday 15th August, 2024 contractors instructed by the operator of Coldharbour Jetty will carry out works on the riverside piles. The chartlet shows the general location of the works, indicated by the red box. These works will be carried out from 20m Pontoon “DEVELOPER” and support vessel “SWS SUFFOLK” and will involve personnel working from a mobile elevated working platform (MEWP) and will include piling operations. These works are expected to be complete within 3 days of commencement. During these works, any requirement to proceed with caution or at slow speed will be made in accordance with the procedure set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’. ‘Section 4’. International Code Flags ROMEO YANKEE. The display of these signal flags will be in addition to any signals, lights or shapes specified by the International Regulations for Preventing Collisions at sea and local regulations. London VTS will broadcast further information, as required, on VHF Channel 14.
2. RIVER THAMES - Sea Reach - Survey Operations - on or about Tuesday 13th August 2024, survey operations are expected to commence in Sea Reach and vicinity. The survey areas are within the red boundaries shown on the chartlet. These survey operations will be carried out by vessel MEDWAY HUNTER and will involve use of a remotely operated vehicle (ROV). During these operations, all other vessels are requested to keep a minimum of 100m clear of MEDWAY HUNTER. These operations are expected to be complete no later than 23rd August 2024.
During the survey works, any requirements to proceed with caution or at slow speed will be made in accordance with the procedures set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’ with the International Code Flags ‘Romeo Yankee’,
3. RIVER THAMES - Speed Reduction King Edward Memorial Park - Following recent incidents involving vessels not taking appropriate action when passing speed reductions, specifically at King Edward Memorial Park, the PLA has identified a requirement to publish further guidance on adherence to speed reductions. Mariners are reminded of their obligations to reduce speed and wash, such as to be appropriate for the activities taking place, when a speed reduction is in force. While this guidance is framed for King Edward Memorial Park, it applies to all speed reductions on the tidal Thames.
What is a speed reduction? - “Speed Reduction” means a notification from London VTS that vessels must proceed at reduced speed through areas where activities sensitive to the effects of wash or draw-off are taking place. As a guide, speed reductions are used for hazardous activities such as diving, salvage, heavy lifting, working on the waterline from scaffolding or pontoon/small boat, and bunkering operations.
Signals for Speed Reduction Notification - Mariners will be notified of speed reductions by:
1. Romeo Yankee flags. The site, vessel or installation will display the international code flags “Romeo Yankee” by day and illuminated rigid replica by night.
2. VTS broadcasts. The speed reduction details, including location and activity requiring the speed reduction, will be identified in the half hourly navigational broadcast.
Masters considerations in a Speed Reduction - The Master must judge the speed appropriate to the circumstances, based upon the activity identified in the broadcast. Reduce speed in good time. Fully consider the vessels wash and draw off, especially when accelerating/decelerating. Remember the exact location of works within the site may not be visible, such as in the case of diving. Remain at appropriate speed until finally past and clear.
King Edward Memorial Park - is a Thames Tideway Tunnel works, where a number of hazardous activities have been and continue to take place; these predominantly include diving and heavy lifting. These activities may be taking place in any location across the works site when a speed reduction is broadcast. For this reason, regular speed reductions have and continue to be broadcast. Following an increase of substantiated complaints against vessels transiting this area, when a speed reduction is broadcast by London VTS and Romeo Yankee flags flown, Masters must reduce speed to such that they will not endanger the works through dangerous wash. As works may be taking place in any one or multiple locations across the site Masters should consider speed reductions in this area to apply across the area , and maintain a steady speed, as shown in the chartlet. Masters of high-speed vessels should pay particular attention, and ensure all wash is dumped before reaching the speed reduction/work site.
Failure to comply with a speed reduction - As speed reductions are granted to ensure the safe execution of hazardous activities any failure to comply may result in property damage, pollution, or even serious injury or death. For this reason, failure to reduce to an appropriate speed in good time and remain at such speed until finally past and clear will be taken seriously by the PLA. All incidents will be investigated and where noncompliance with the speed reduction is found, enforcement action will be taken.
4. RIVER THAMES - Dredging Operations: LGP Berths & Approaches, Sea Reach 3, Knock John and the Sunk - dredging operations will commence on or around the 9th of August 2024 & will take place for a duration of approximately 6 weeks. Dredging will take place in the following locations: London Gateway Berths 1, 2 & 3; London Gateway Berth 4 Approach; Sea Reach 3; Knock John, Sunk. 5. Surveyed Depths – Harwich Harbour – Update 5 - recent surveys have identified reduced depths in Harwich Harbour. The controlling depth for deep draught vessels navigating within the harbour area should currently be taken as 15.5m below chart datum, plus height of tide.
The minimum depths (below chart datum) are:
• 14.9m - spot soundings between the Shotley Spit Buoy and College Buoy
• 14.9m - spot sounding between the Grisle Buoy and Shotley Spit Buoy
• 15.0m - spot soundings between the Fort Buoy and Grisle Buoy

6. Harwich Harbour - Survey Operations – the survey vessel MV Titan Discovery (Callsign: 2HCR3) will be undertaking survey operations in Harwich Deep Water Channel between the Beach End and South Threshold from 2 August 2024 for around 2-3 weeks. This notice replaces 45-2024: Survey Operations – MV Titan Endeavour which is now withdrawn. For further information contact Harwich VTS on VHF channel 71.
7. Harwich Harbour - Dredging and Survey Operations – Update 1 - dredging and survey operations are taking place as follows:
➢ Porthos (Callsign: MYVS5) - undertaking survey operations until around 18 August 2024.
➢ MTS Valour (IMO: 9407299) – is undertaking plough dredging around Harwich Harbour,
Felixstowe berths and River Stour until around 18 August 2024.
➢ Jean T (IMO: 9067441) – is undertaking plough dredging at Harwich between Trinity House
Pier and Train Ferry Pier (see diagram below) from or around 29 July 2024 for approx. 2
weeks.
➢ Causeway (IMO: 9653197) - on or around 30 July 2024 - commence trailing suction
hopper dredging operations in Harwich Harbour and Felixstowe berths for approx. 2 weeks.
8. Dover Harbour - Outer Marina Inner Wave Screen navigation light extinguished - the top red light on the two fixed red navigation lights (2F.R) on the Inner Wave Screen Wall is extinguished. Currently there is only one fixed red light.
9. Dover Harbour - Diving Operations – Closed Area - Diving Operations will take place in the area as indicated in the image (i.e the old marina area) below for 1 week, commencing Monday 12th August until Friday 16th August. The area is closed to all traffic apart from contracted vessels involved in project 3B. Those vessels operating in the area are to keep a good look out and manoeuvre with caution.

Oh, I forgot to mention, there will probably be a 'Less Water reported' at the Knoll - that is the knoll just south of the NW Knoll at the entrance to the River Blackwater. That area hasn't been professionally surveyed since 1985 and whilst that area has not shifted location, there is a new second peak quite close SE of the NW Knoll PHB. Larry (aka Gladys) and I had gone down there to test some kit on a bouncy day. It turned out it was v.bouncy and so the data was unreliable - i.e unreliable to 0.1 of a metre but there certainly there is a drying patch, drying 0.5m at CD.

Note that the image does distort vertical scale a little.

I would suggest it would not be a good idea to be much the wrong side of the NW Knoll. We plan to go back and redo and extend our coverage. It seemed to us that the Knoll swatchway (which avoids the strongest tide) is still there. The Knoll is very uneven as you can see the flood tide does provide a 'jobble' even on a calm day.
