I have to insulate a joint in a mains cable in a very inaccessible place and it will then be plastered over. Could I get away with encasing it in a big blob of silicone?

Run a new cable and do the job properly .. Any cable under plaster should be covered with plastic capping .. If you do not seal the joint tightly you will get water in from the plaster .. As its impossible to make a water tight join then .. You will need two junction boxes in accessible places with a new length of cable .. /forums/images/graemlins/frown.gif .. Some silicons give off a strong acid vapour while curing which can corrode copper. The offenders smell strongly of a pungent acid while the acceptable types do not smell.
Yes it is an offence to tamper with household wiring here unless you hold an appropriate licence as I am sure it is in the UK. Twelve volt wiring in boats and cars is not dangerous so is OK to fiddle with. olewill
