Following discussions regardind the need to remove epoxy barrier during survey.

I found the reference below, which contains a very interesting discussion on the use and sensitivity of various moisture meters.

They measure moisture indirectly, by measuring capacitance between the instrument pads, and the sensitivity of the instrument depends on the thickness of the gel coat.

This begs the question as to what advantage is gained by removing any epoxy paint, and poissibly antifouling. It would follow that with dry bilges, the measurements might be made from inside the hull.
