The best thing to do is report it via Tony's TMBA reporting procedure, BUT, I have also had a lot of success talking to my local lockie if someone blasts past my moorings.
It probably helps that I know him quite well and we share common (non boaty) interests, but there is certainly nothing to be lost with a verbal report.
The TMBA formal report is the best solution if you have the time though - it is documented with a date of submission etc.. and has a paper trail for case building with the EA.
It's worth noting that the EA will do nothing without two, independent reports of the same incident, and it's massively influential if you both have video evidence.
