A new low cost service has been started using telephone fax. This is provided by weatherweb.net (formerly WCS), the UK private weather firm, http://www.weatherweb.net/uksail.htm. The fax service is sponsored in part by the RNLI. weatherweb.net uses basic data from recognised National weather services including the Met Office. There is also a "talk to a forecaster service" on 09061 991 189.
The fax service is on 0871 504 6886 (calls cost 10p minute).

Codes for area numbers are at http://www.weatherweb.net/sailingfaxcodes.htm

Do they send it through at the max sped possible, or do they deliberately slow it down to increase the charge out rate as the Met office admitted they did?

It is not slow. It is a service sponsored to a small extent (a few p a call) by the RNLI. Weatherweb is trying to get it off the ground at a low price (and low profit) to attract advertisers as the main source of funding rather than you and me.
