Also remember to factor in transport to where you wish to moor. As I am sure you know boats vary in price enormously but I would agree that approx £3,000 sounds about right. i have owned a Leisure 17 and now sail a Leisure 23sl for past 10 years, suits me. Cost £7,500 without trailer but within a 2 days sail from home and well maintained and kitted out. I do recommend the Owners Association website, very helpful and probably most of the L20 owners in UK are on there.
 
Depends what the outboard is like.

You could pay around £1200 for a new one of say 6hp.

Outboard noise is more of an issue with wells in the cockpit. For that reason 4T are
preferable (but heavy) .
 
I had a bilge keel 20 for 14 years and for what they are they're great little boats.

Apart from new sails and a rudder - I had one made of steel plate rather than the Association's fibreglass replacement - mine needed nothing apart from cosmetics. There's 5' 6 max headroom and 4kn is about the fastest one will go under sail although you'll be making a good10 degrees of leeway when going to windward. Spinnaker really brings one alive going downwind.

Outboard well size might limit choice of replacement engines, my Tohatsu '90s 5HP 2 stroke only just fitted.

Check the rudder hasn't delaminated and the area of the cabin roof supporting the mast hasn't sagged and the area of the mounting bracket for the outboard is sound.
