LED patches?

There are a lot of waterproof LED flat array products around, mainly made for coaches and the like. NASA have some in both cool and warm white. If you needed larger ones, they are also made for backlighting advertising panels and they can be waterproof, though the output is not huge and they are not cheap.
I would suggest that the use of EL panels is not indicated for lighting, as the output is poor, the light quality (CRI) is poor, the driving inverter makes about 200vdc and tends to whistle under load. Also the lifespan is not very good. If you see a thin, bright, white panel light it will be using edge-lighting LEDS.

Do you want something you can use straight out of the box or are you intending to build something?

Yes - I'm building. Can't really call it a YAPP. I have sourced a NASA Supernova Combi variant which has all round white and all round red. I already have a Supernova tricolour.

Scheme is to mount the all round red/white on the masthead and instal green patches one metre below on each side of the mast. My hope is that I can find either a flexible array or one fitted with wide angle LEDs.

(The reason, if you haven't twigged, is for the sailing red over green combination. I have gone off whippy poles on the mast head - sounds a recipe for short life.)

I [posted what you want last night, waterproof too, but I am still being moderated as far as I know as none of my responses last night have appeared, owing to someone's knee jerk response or a jealous red button pusher (I can make a good guess as to who _ you know I know dude)

Easiest way is probably some of the green pods, cheap as well, or get some acrylic tube and put the 30cm lengths in it and dab a bit of silicon sealant on the ends? Using acrylic tube would also spread the light a bit or you could use a bit of wet & dry and make the tube satin finish which would spread it better?

I like the pods and the mast would probably take three side by side to increase the angle.

I don't know if there are any restrictions defining the physical dimensions of the lights. The regulations probably refer to standard nav lights in pots. A 300 mm strip would be an easy solution and come with redundancy as well but might appear strange below a narrow vertical angle red top light. As the whole object is to increase chances of being seen, it is probably not a problem.

I tried to interest NASA in putting something on the market but received no response.

They probably think there is insufficient market.
