I'm really struggling with the notion that there is a different emission compliance regulation for commercial or non-commercial use. Possible this is one for Latestarter1?

Different fuel specs in those territories than Eu.But Tohatsu still make them for other markets such as Mexico, Russia, China, etc. All someone needs to do is import them and carry some spares.
