Imports and VAT

Can anyone tell me where I can get definative information on what's required legally if I buy a boat from Europe, most likely Holland or France? particularly with regards to Vat?

If not phone C&E in UK.

1. Original purchase invoice showing VAT paid.
2. If pre VAT (? 1983) only need proof of build date.
