Customs have nothing whatsoever to do with UK certification and have no powers to check it. Trading Standards are the named enforcement authority in the Act.
Customs do check that products conform to UK regulations and have CE or UK CA documentation.
When you import your boat into the UK, you have to present this documentation to customs otherwise you will not be able to move your boat.

As per post #83.
Trading Standards were never involved, only HMRC.

The boat in question was built in 1984 - well before the RCD saw the light of day.
No-one asked about any CE certification for the boat, but HMRC did request CE certification for the engine.
As she had been re-engined in 2010 (Nanni) this did not prove a hard thing to provide.
