ICC By Assessment?

I knew a lady who had a driving license but obtained it before a test was necessary. My Dad didn't like being in a car with her! She drove a Wartburg... One of my Great Uncles started driving before even a license was necessary.

Well thats quite a story Mr AP ; might ask , just because it occured to me reading the above , did the person carrying the mandatory flag walking in front of a Car have any qualifications at all , maybe it was all part of the learning to drive system at that time (whenever that was ?)

A while back, Belgium had a long waiting queue for passing the driving test.
So in order to reduce this wait, they gave out driving licenses with no test to the first 1000 people or so on the queue.
A practical solution to a problem!

Well it depends on their failure rate, they could have been giving out licences to kill. :(

The lady was older than my parents, and obtained her license before 1934 when the first "competency test" was instituted. She simply kept on renewing it! My Great uncle bought a delivery truck during WW1, and was simply shown the controls and told "Off you go!" Neither were good drivers, but both, quite legitimately, had never had to pass a driving test.
 
I've got to Greece (own boat) and never been asked for it. Some say Turkey look for it, but we'll see when i get there (without one).

My mum already had a car when driving tests were brought in and so never needed to take a test. I think she was 20 at the time and the car was a convertible Morris 8. She drove ambulances and staff cars during the war and taught soldiers to drive trucks. The only tests she took were an IAM test and later a PSV so she was quite a good driver. No academic qualifications but she made the most of her skills.

I have had an ICC for many years, a relic of more gentlemanly times. It was dished out after examination by an old yacht club committee member. The whole process and his signature on the document, took place as we were waiting to be served at the bar.

I thought that 40 years of sometimes adventurous sailing might have got me one that way, too. But sadly, no. Box tickers are everwhere. Some call that professionalism.
