How to prevent rusty bolts on Lavac Head base...

Oxalic acid will clean it off.

Assuming the bolt and washer are both 300 series stainless steel, check with a magnet, then you are seeing mild crevice corrosion.a blob of sealant will prevent it.

An option would be to use a rust blocker - ACF50 or XCP rust blocker are about the best, I use them on motorbikes & under cars, they're both very good...

I clean off that sort of rust with a toothbrush and a pea of Solvol Autosol. A quick wipe with bog roll and the job is done.

Nylon nuts and bolts? There maybe nuts and bolts that are more robust, don't know

Available in 8mm sizes, and (I assume) other sizes.
