His boat is at anchor. He has his red/white/green lights on at the top of his mast. I've tried to convince him that if another boat hits his boat, his insurance are very, very unlikely to pay out, because he is not displaying an all-round, white anchor light.

It's been eight months now. I give up.
You do right to give up
As my neighbour used to say “ you can’t teach pork”

Agree. But, despite him being a stubborn German, he's a good person at heart and he's on a very tight cruising budget, so am just trying the "prevention is better than....."
Perhaps that's the reason.
I think you should buy him a proper anchor light.
Season of goodwill and all that...........
Say you had one spare and never use it.;)

It's a boat, not a BMW.
Have you every encountered a boat towing a barge on a long cable? The lights tell you to look for a cable. In his situation, since he is under power, it would not be safe for me to maneuver to anchor anywhere near him, since he will be stand on from when I begin to anchor until I have the hook down and change my lights.

The analogy was sound. He doesn't know how to drive a boat. I would have told him to own that.

Have you nothing more important to yourself to occupy your time with?
The world is full of idiots, its not your responsibility to police them.
If we're ever unfortunate enough to be in the same anchorage, I hope I remember to never offer you any help, no matter how desperate you are, or how trivial the help required might be.
