I came across a reference to the time "High Water Full and Change" in a pilot book. What does it mean?

It refers to the time of maximum spring tides, Just after the moon is Full or Changing to a new moon, approx every 2 weeks.

Any reason you can't just says "HW Springs"?

That would be too easy, any old landlubber could then understand it.
But it is sort of handy as a rough guide. If you know time of HW or state of moon
you can get an idea of tide heights and rates even if you do'nt have tide tables.
Used to use it in past before we all became obsessed with working tides out to millimetres and minutes.
