Our diesel tank is built in to the hull. It's a 500 litre tank with a 500mm diameter access lid to allow thorough cleaning. Within the access lid is a smaller screw down access about 1" diameter. In between full tank cleaning we can insert a portable tank cleaning system. The tank has a sump where any debris will end up. I use a 1 metre length of flexible copper pipe as a vacuum pipe that sucks from the bottom of the tank accessed through the 1" opening. On the copper pipe I use some clear tubing then a clear filter in front of a Facet Fuel pump. The fuel is then returned to the tank. The bottom of the tank is effectively vacuumed to remove any debris. Works well and is super simple to use. You can see any particulate in the pipes and filter. I have never found the need for a plumbed in system. I can vary the pick up point of the pipe in the tank by hand ensuring I pick up any sticky particles that would otherwise not move towards the pick up pipe. It works. It cost about £45 all in.
