Freeman Oval Hatch leaking

There's a Freeman oval hatch between the chain locker and the bow thruster compartment below it.

It looks like the hatch is leaking down the central shaft, which houses the locking handle (quarter turn).
I can see light between the shaft and the aluminum casting, so water can obviously get in there.
I looks like there should be some sort of seal, O ring or lip seal on the shaft, but there's no sign of anything like that.
The only way I can see of removing the shaft, is to drift out the pin in the dog which operated the locking mechanism.

I can't find any maintenance or repair information on line, and I've emailed Halyard, who are the distributer in the UK, I know they have read the email, because I put a read receipt request on the email, but I haven't had a reply.

Does anyone know how to replace the seal on the shaft, assuming there was one there originally?
Drawing, maintenance instruction or anything like that would be very useful. To date I've drawn a complete blank.
The unit was installed in 2007, and hasn't had any maintenance that I'm aware of.
 
If spent some time researching the sealing arrangement on the hatch.
I found an engineering drawing with a cross section of the hatch.

I've also discovered 2 part numbers:
031-2058 which appears to be the bush, and 031-2001 which I think is the bush and sleeve.
It seems like these parts are common for all the Freeman hatches.
The problem now is finding someone who stocks them in the UK.
I can find them ex stock in the USA.
It looks' like the only way to get the shaft or spindle out is to drift out pin 7 and remove the dog 5, as I suspected.
Still no reply from Halyard.
There must be yards and chandlers somewhere, perhaps not in the yachting world, but perhaps something more on the fishing boat side of things?
Any ideas?
