Fowey charging Canoes and Boards a fee

I've been thinking of issuing invoices to various waterside property developersand Councils for providing the scenery for their properties and towns.

British Canoeing membership (formerly the BCU) already includes an inland waterways licence which must be displayed on the canoe/kayak/SUP... Harbour Authorities are just an additional grabbing hand outstretched

And is part of the licence fee used as a contribution to the costs incurred as a result of licence holders using their craft at, say, Fowey. A canoe is found on a Fowey beach (does the Fowey have a beach?) does the BC have a 24 hour hot line, 365....? How many members does the BC have and how many are active canoeists (and not members). Authorities have outstretched hands partially because they have stretched resources, car parking facities, litter, bits of vessels on beaches, toilet facilities. Why should anyone think they should fill local litter bins (or not) and expect the locals to pick up the tab. It does not matter, or maybe it does, how you wrap it up but.....users pay.

I'm not knocking British Canoeing because it might cover where I wanted to paddle. But that waterways license doesn't cover the Fowey river or Chichester harbour. Each location has its own problem and solutions, and some locations have got hammered by their popularity and the boom in paddlesports. Fowey town itself gets horribly congested in peak season. Yet ironically I launched our Wayfarer from Caffa Mill (main Fowey slipway) mid-Summer and could not find anyone to pay (unlike previous years). It took 45 minutes for a parking space to become available for the car (once trailer had been detached). And spoke to a local who pays an annual rate and keeps his tender there who was very frustrated he can never actually park in the car park. That spot is hassle, but the price you pay to escape the maddening crowds.

Might like to mention that the Fowey Harbour are going to charge a Fee to Canoeists and Boarders that use the Harbour ; its stated that they , the Harbour Authority , will issue a 'sticker' identitying the Craft / Owner , so that if /when pieces of Craft turn up on the Beaches etc they can quickly identify the Owners and contact them in order to make sure Owner is OK etc and that the Lifeguards etc need not be allerted unnecessarily ;

God idea I guess , for safety reasons etc ; might ask if 'Jet Skis' are already Registered and paying a fee ?

Not too bad if you keep the craft there and use it regularly. However this is what one bloke said on the UKRGB website:


" I rang Fowey Harbour today as the published literature I viewed on-line does not mention kayaks in the pricing. (01726 832471, then press 1)The helpful lady said that each day a kayak is in the Fowey river, a £10 fee is charged, however it is launched. She explained that if a person is struggling in the water, the Harbour Authority is responsible for rescuing the person, and the £10 is to cover that cost. The £10 includes the harbour dues for the day.
So if my wife and I take a couple of grandchildren for a two week holiday in Fowey with four of our Shrikes (a realistic scenario), that's £560. "


Which is potty and looks very much like a money making scheme. I guess the guy above could just pay £20 for each boat but that adds up to £80, Fowey holiday tax

It's not been thought through very carefully in my view

I suggest your UKRGB bloke has been misinformed or misunderstood. £20 per year inc registration and harbour dues per craft. I have failed to find any reference to launching fees on the harbour website. Good value for a two week holiday. The alternative daily rate of £10 per day per craft also makes sense.

This fee goes to the Harbour Authority, not the Local Authority.
