Drilling a 25mm hole in PVC pipe

Bit of an expensive way of doing it for one hole . What about a Dremel :) . With a steady hand it should be easy enough .

But that's because we got them up to 30mm dia at work.
Hole saw is the economy option if you got to buy your own.
Agreed. I just did a similar job with one of these and it was astoundingly neat.
I think the pilot drill in a hole saw will be badly supported by the thin wall and that it'll rattle around and make a mess.
 
How big is the pipe?

Isn't there a problem in that a step cutter is quite likely to be too long before it gets to the 25mm step? I assume OP only wants a hole on one side of the pipe.
Even with a hole saw it may be necessary to reduce the protrusion of the pilot drill to a minimum.

The hole can be started with the pilot drill until the saw bites.Then the drill is removed and the saw alone used to finish the hole.
 
A lot depends on the size of the pipe, but my gut reaction would be to go for a hole saw in a drill press with the pipe clamped on the table. A step drill may also do the job but even though I have both I would stick with the hole saw.
 
A hole saw with a piece of dowel or old broom handle inside the pipe so the pilot drill has something to bite on all the way through.

Well I can confirm that the hole saw worked a treat! I tried it on a test piece and didn't even dowel inside. Thanks for all the help.
