I dont think the HM really wants us to know, but it is there in the regs - the speed limit is only legally enforceable against boats using their engines. But those high speed asymetric dinghies - you know, the ones that do 15 knots in a flat calm - are required to give way to everything under the CHC regs. Trouble is, I dont think anybody told them!
