Given the number of muppets who think the small boat channel is half the width of the harbour entrance, and those who ignore the keep right signs on Ballast and BC Outer, I'm quite glad the Portsmouth Harbour Patrol is around. If there are fines to be dished out, there are plenty of Plods of varying flavours who'll be only too glad for something to break the monotony of wandering up and down the harbour

I'm not sure that 'plenty' would correctly describe the manning levels of Hampshire Police Marine Division, though within Pompey the situation is probably different with the additional presence of MoD Plod (and busybodies).

So will the leisure sector get support from the commercial and naval sector: the RN has anchored at Spithead for centuries, uses Stokes bay for carriers, commercial ships anchor at St Helens roads and in the western Solent and currently Sandown bay.

The ability of the RN to anchor could be seen as a national security issue and merchant ships a commercial necessity so we could argue that a small yacht anchor causes minimal harm compared to a big ship anchor.

If you did a plot of frequency of anchoring then there are clearly popular spots but huge areas where hardly anyone anchors to allow "conservation"

I was wondering when are they planning to do something about the thousands of tons of plastic dumped in to the sea FROM LAND. That does more damage than all the anchoring done in UK waters.

The first stage of the Marine Conservation Programme was similarly grandiose in it's scope back in 2009. Reading the first Natural England reports and concepts it seemed then that large areas of coastal waters would become inaccessible. It too had its Highly Protected 'Reference areas' which got lost somewhere along the way. Many safeguards were built in, taking account of socio-economic impacts which diluted it down. The final result of the MCZ programme was a very watered down version of the original idea - too much so for many conservationists. Increasingly many see MCZs as a paper exercise with no teeth.

So I am unsurprisd that they want to have another crack at it at it. The first attempt at it has been a very qualified success, which is why this has now appeared. It will take a huge amount of time, money and effort over the next 10 years to put all this in place, and by then I shall most certainly have swallowed the anchor assuming I havent already upped anchor for the next world!

So if someone younger and with more energy wants to take up the BORG baton and speak for us through this one - the challenge, and the lessons of the MCZ battle are all there, and I will willingly pass them on, but in my late 70s now, I just don't have the energy to take on another big fight! BORG has been enormously rewarding, deeply frustrating, and hugely time consuming at its peak. and I have no regrets about taking it on, even if I could have done a great deal more sailing without it! Thanks all who have supported and helped me over the years.

I have to assume you don't know the entrance to Portsmouth Harbour. If you did, you wouldn't need to ask the question. Suffice it to say that it's a narrow entrance - just big enough for an aircraft carrier, but they close it to all other traffic - and it's extremely busy at times with vessels of all sizes from tankers and container ships to day sailers. A modicum of discipline makes life safer and less stressful for all.

I haven't sailed out of there for about30 years, and then only the once. I was aware it had a small vessel channel, but I wasn't sure why someone in a small vessel would be bothered about other people not using it.
