Clarity on the P M s announcement re sailing

On a serious note I cannot see any other outcome than the numbers of infections, hospital admissions, etc. starting to go up again in another 3 or 4 weeks and they must know that this is likely to happen. This leads me to think that they are easing the restrictions mainly because they think that they can't really ask us to go back to work without giving us something in return. Which is not a valid reason to ease the restrictions. We're down to about 50 Covid positive in-patient cases at the NHS trust where I work now but there will likely be thousands travelling down here to go to the beach next weekend if it's nice. Not good. On a purely selfish note I am happy that I'll be able to go sailing again but my honest opinion is that it's too soon to be doing all this...

The harsh reality is that COVID-19 has not gone away and is not going away any time soon. The lockdown wasn't about stopping people getting it at all, it was about making sure that everyone didn't get it at the same time. We simply can't stay in lockdown until a vaccine is found, and so this is all about opening things up gently so that the rise in infection rate can be controlled.

Yes, I think the plan is to keep the NHS running at a reasonable capacity indefinitely. We can't possibly shut down the country for long enough for a vaccine to become available, if it ever does, to the aim has to be to let the disease spread at a cope-able with rate.
 
The actual wording from the Government's command paper is

"People may exercise outside as many times each day as they wish.For example, this would include angling and tennis. You will still not be able to use areas like playgrounds, outdoor gyms or ticketed outdoor leisure venues, where there is a higher risk of close contact and touching surfaces. You can only exercise with up to one person from outside your household –this means you should notplay team sports, except with members of your own household "

I expect the anglers from our marina will be pushing hard to be let out and the yachties will all be showing their mackeral trolling lines !!
 
Here is the legal amendment to the regulations, my reading is no boat access or use if it is not in a public open space. Most marinas are not.

New sub clause (ba) "ba) to visit a public open space for the purposes of open-air recreation to promote their physical or mental health or emotional wellbeing— (i) alone, (ii) with one or more members of their household, or (iii) with one member of another household;”; "

Public open space defined as "5) For the purposes of paragraph (2)(ba), “public open space” includes

(a) land laid out as a public garden or used for the purpose of recreation by members of the public;
(b) land which is “open country” as defined in section 59(2) of the National Parks and Access to the Countryside Act 1949(a), as read with section 16 of the Countryside Act 1968(b);
(c) land which is “access land” for the purposes of Part 1 of the Countryside and Rights of Way Act 2000(c) (see section 1(1) of that Act(d)). "

IMHO the original legislation allowed exercise and sailing is exercise. Plus the sea is a public space.
