Best way to upgrade ICC from sail to sail+power

I have a ICC for sailing thanks to having a Coastal Kipper qualification from a RYA school.
What is the easiest way to get power added to this?
 
You should be able to take an assessment in power to get it added if in the UK.

If in Costa Brava, as per location, Spain isn't a signatory to either ICC treaty.

What is "assessment in power"?
Can you point me to a RYA course description or a RYA school which offers that?

A few years ago I took my ICC and DS to Cartagena port Captain, she issued me with a certificate stating the qualification was accepted in Spain and equivalent to Capitan de Yacht. Made Guardia encounters easy. This was FOC, an unusually pleasant encounter with Spanish officials.
 
I assume you're aware already, but ICC in sail also includes ICC in power up to 10m.

Qualifying for ICC is just another RYA cash cow. My original YM Offshore commercial endorsement stated the holder was qualified to be master of vessels up to 200 GRT but when I queried why the ICC was restricted to 10m power was told I would have to do a complete power course, not just a boat handling test. WTF is that all about, a yacht over 10m when on engine is a power driven vessel but doesn't qualify.
 
This was released by RYA and includes reference to ICC being accepted by Spain following Brexit

Royal Decree 339/2021 regulating the safety equipment and pollution prevention of recreational craft was published on 19 May 2021 (in force on 1 July 2021). Crucially this also amends Annex IX of Royal Decree 875/2014, to include the following RYA practical certificates:

Yes, the RYA rakes in the cash issuing ICCs on behalf of the government, but the categories of permission and requirements are, I believe, the outcome of long and difficult negotiations to get international agreement and a degree of compatibility. They're not readily amendable or re-interpreted by national bodies.

Best advice that I can offer is to call RYA for a definitive answer.
As I understand, there are two “power” ICCs. One is restricted to vessels under 10m LOA.

To get the one not restricted to vessels less than 10m, you’ll either need to provide evidence of, for example, DS Motor Cruiser/ Power Course Completion Certificate on a vessel >10m or do the ICC assessment on a vessel >10m.

The RYA website is also a source of relevant information.

Once upon a time a sail ICC included power <10m as it was intended to cover the use of a tender. I seem to recall that this was withdrawn for new applications after a certain date but, not for the first time, I may be completely wrong. Call RYA.

Does'nt have a pair of 50 hp outboards hangi g off the back.
