That's interesting. Must be for a previous rudder as it doesn't reach the current one. When I bought the boat it had a Tiller Mate, which I am pretty impressed with having initially taken it off as I didn't know what that was either!
 
I'm not sure it is a rudder lock. If that's on your j25 then I think it's to lift your rudder if you dry out. I've not tested this but I'm sure when my boat was out the rudder would touch the hard if not lifted slightly.

A possibility for a previous rudder but this one sits clear of the floor when on a hard standing and has no mating feature to engage once the 'thing' is flipped over. But a definite possible explanation. I might add that the 'very experience' surveyor didn't know what it was!
 
Mine is slightly different to yours and i still have the original rudder. It doesn't really lock into mine either. Maybe Cliff's correct and yours is more of a stop than a lifter. Where about are you sailing?
 
I'd guess that in the flipped-down position it was designed to stop the rudder (possibly a previous one) lifting off it's pintles.
