Another "what is this part called" thread.

I had one on the first boat and I want to buy one to fit to this boat. But like all things it is hard to find if you don't know what it is called.

It screws to the top of the tiller, has a line running through it which is fixed at both ends, and by tightening the thumb screw it will lock the tiller in any position, and with the thumb screw loose the tiller is free.

What is is called please?
