All Round White vs Anchor light

As well as a tricolor on the main mast, my boat has an all round white as well as an anchor light on the mizzen. Now the boat is way less than 50m, so before I start crawling through the finer details of IRPCS, can anyone offer any pointers as to why there would be an all round white?

There's a combined tricolor/anchor light on the main mast, so already have redundancy without this other all round white.
 
You have an anchor light and and all round white both on the mizzen mast ??

What the diffrence? An anchor light is an allround light!
 
Is the mizzen light a 'normal' all round white nav light? I've seen strobes and similar mounted on mizzens before, either for conspicuity (and I know that doesn't comply with IRPCS) or burglar alarms. Just a thought.....
 
Yes, there are two white lights on the mizzen, oone of which is a normal all round white.

The strobe idea could be the answer. The boat was originally based in the US and a strobe is required for inland waterways in the US. So a strobe is a plausable explanation.
