When I did mine I bought a piece of crushed velvet through ebay having looked for "upholstery fabric". Did not worry about any treatment and used secondhand foam from an old three piece we were throwing out!
The only problem I had was that after it was all done I found that the foam I used (6")...

When I epoxy painted and then Copper coated my hull I used elictrical insulation tape. Cheap enough from Screwfix or toolstation and can be left on for longer periods than paper tapes.
No I have a house there and thanks to their much geater towing limits (55' I think) I can tow my boat (28' and about 3 - 4 tons)
to whichever coast or lake I prefer. UK today 6°C Florida 24°C.
