What are you zincing of, you must have an electrical contact between the zinc and the rudder. If the anode does not errode you probably have not got a connection.
So clean up area before fitting a new anode. Antifoul the rudder but do not get it on the anode, if you use the old anode for a second year (more than 50% left) then wire brush it to get back to bright zinc.
Note on a pear drop anode the fat end faces forward into the water flow this gives minimal turbulance / drag.
