Looks like a mini sub, but wouldn't have expected a sub to carry liferafts on deck!

It's in La Restinga harbour in the Canaries.

Just a guess, but perhaps it's a tripper-boat with big glass windows in the sides for looking at underwater wildlife? They like to give the feeling of being in a submarine, hence the shape, but actually making a real submarine is hard so these things don't actually submerge. Passenger-carrying regs probably require the liferafts, which gives further support to this explanation.

Someone has said it belongs to "The cabildo" which presumably is some sort of local council, so trip boat is probably close.
