An idea first instigated by the Victorians in the UK. In fact, if you go into the Victrorian underground toilets in Cardiff centre, you can still see the bullseyes on the urinals
 
Small variation on the same theme: it could also be something to do with point of view.

You're heading up the Solent in D2, and it's a busy day. You see the usual brownian-motion-yacht-circus a mile or so away, but it's where you're trying to get to, so you keep going.

YOU (one of you) know that you can and will pick a sensible path at a reasonable speed through them when you get there, and that you can't give way to 100s of yachts at the same time from miles away.

THEY (the set in your "sights") see 30tonnes of fibreglass heading their way at 30kts with no real idea what will happen next, but if it wasn't them, twould have been someone else...

It's defensive tactics for navigating the Solent.
You aim for them so they get confused and don't know which way to tack in front of you /forums/images/graemlins/grin.gif
 
Should be some good dart players out there.

Look hard and concentrate on the Bull, and you should hit it.
 
I concur.

The amount of times I had to tell students that a bouy is a navigation aid, not an aiming aid. It amazes me how so many boats have red or green scuff marks here on the Westerscheld.
