The mistake you made (from what I could see on the video) was to fully tighten the screws before the sealant had cured. By partially tightening the screws and letting the sealant cure forms a gasket, then fully tighten the screws and you should have a water tight seal.
The ports on my boat are fixed on in the same way; when I got it they leaked - not enough sealant, it had all been squeezed out. When I resealed them I put washers on the screws between the acrylic and the hull, then you can tighten them down and leave a thick enough band of sealant...

A dinghy on the beach near mine has a window in the bottom a bit like yours. Over the years the acrylic has gone opaque and now cracked in the sun.
My first thought was of horror. Cutting a hole in a perfectly good punt to photograph fishes.
I don't think this will be a success. Anyway a man has to do what his bright ideas lead him to do.

A water proof camera might have been a better idea IMHO.

I think light will be your biggest problem, or rather the lack of it underwater. You need to fit a couple of 1000 watt underwater lights!
That will be his next project along with how to water proof them !
Check out the the MoBo forum, they consider u/w lights to be an essential boating item. There is even a dealer that posts there. But be warned thet prices are in line with other top of the range MoBo equipment. Oh & Dylan will need 3x110ah batteries & a generator in his punt to power them.
