the best way of threading a new halyard through the mast and out the bottom.

it will be going through the above block.

One method is to tie a steel nut to a thin cord and drop this down from the top. Make sure that the nut is small enough to pass out through the slot, but reasonably heavy say 10mm or 12mm. Have someone at the mast foot to retrieve it using one of those powerful little magnets on a telescopic stick that most tool shops now sell. It helps if you know the distance from mast slot to top so that you can mark the cord or knot it to give you some idea of how much to feed in.

Good idea in principal, but a nut pulling a halyard will not be heavy enough.

Use a mild steel (I like the magnet idea) rod, the head cut off a 6" nail will do nicely, tape this securely to a messenger, a lightweight line (string?). Once this has been threaded, so long as its long enough, the messenger can be used to pull the halyard through from the safety of the deck.

I find a suitably sized pin from a D shackle to be ideal for the job. The pin has a hole in for tying the mouse string to so it hangs vertically to find it's way down the mast easily, it is also heavy enough if you use an M10 or M12 pin. Obviously best to use the largest size that will fit through the sheave and out the bottom slot.

Although I've not tried it, bicycle chain is supposed to be good. A long bit can be heavy, but flexible enough to get through the sheave.

Another vote for a couple of inches of bike chain. With the ubiquitous bent wire coathanger to extract it at the bottom of the mast. It worked for me to re-reeve the spinnaker halyard - it was a grade A broach!
