What to do with an old DSC/VHF.

Perfect working order, but too old to allow the MMSI number to be reprogrammed.

Can I sell it? Is it scrap? Would anybody want it for "parts only"?

Seems the electronics industry produced a lot of DSC radios that can't get the MMSI reprogrammed. And yes, I've been in touch with the manufacturer

Personally I think the only way to stop this is for people to refuse to buy any DSC radio that does not allow the user to re program the MMSI number. That is about the only way the industry would take notice if nobody bought their product.

And that must start with the original radio fitted, i.e. the boat builders must take that stance.

Treat it as a receiver only. Disconnect the mike, wire up to an auxilliary aerial on the pushpit.

Then you could change your main VHF around calling channels, local VTS channels, MSI broadcast channels etc, but still always maintain a watch on 16 on the second radio. It doesn't have to be 16... but you can maintain a proper dual watch on any pair of channels you want.
