I would agree that 15 kg is more than necessary for a 7m 1.1 tonne boat. I would suggest a 6.8 kg CQR. My Extravert, a similar size Julian Everitt design, had a 6.8kg CQR, and I never came unstuck with that.

On my Achilles when away crusing i carry as the main anchor a 20kg CQR with 20 meters of chain + 30 meters of 12mm rope. I know this is heavy but if you have to anchor in deep water or on a windy day it is well worth it. But if you are only planning on anchoring say for lunch or a calm day you could go alot lighter

Damn those imperial / metric conversions. It wont be left unattended at anchor so 15lbs sounds good.
We already have a (much) bigger anchor should we ever leave it alone for any length of time, but carrying that around all the time could seriously impare performance.
Weight is critical on those craft. I had a 6Hp when cruising and a 2HP when racing. Even with the 2HP Iwas able to tow a 4ton cruiser with a bust engine back to hes mooring at 4 knots on flat water.
I think the class rules specify the minimum weight of anchor to be carried. But my copy of them is packed away somewhere as I will be moving house sometime in the summer.
The advice given on the forum sounds about right.
