Its an Elver trap. but then again it could be a art decor lampshade for the swinging London set.

If it's an Elver trap then go and set it. Last I heard they were going for about £500 a kilo and that was four years ago now.

Looked to me like some kind of hanging basket, or possibly a form for building a classical stemmed flower urn out of plaster, a la ferro-cement boats

I think it's an old keep net throw the fish on the lid, lid opens fish falls in
I think minnows or elvers may be able to swim through the mesh
